Europe felt a moment of respite on Monday, as the crisis caused by the presentation of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are waged: positive announcements are delivered from multiple capitals. Considerable effort is allocated on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is able to track missile launches from enemy soil, a capacity enabled by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles roared overhead – modern combat jets provided to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, probably supplied through Western nations. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into grim resignation: maybe the incoming missile won't strike its target this time, sparing the city from ruin and additional electricity failures.
Persistent Threats
Following this, a large-caliber weapon fired at a unmanned aircraft close by, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.
Intermittently, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, damage and heating outages in many homes as a result of the evening attack. As always, everyone still continued their routines – living the war. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a reliance that European nations are demonstrably unable to fill in the near term.
Ineffective Peace Efforts
The detailed framework from Washington generated strong feelings, debate and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new proposal from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, no doubt, endure.
Strategic Calculations
It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership operates on a principle well known to seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is impossible to force Russia to abandon the territory that it already controls in Ukraine's occupied territories.
The problem is that while accepting these circumstances, US leadership does little to discourage Russia, through statements or actions, from thinking that the current condition will not shift further in its advantage in the coming year.
Conflicting Perspectives
Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but avoiding a complete military breakdown until situations evolve in its advantage.
Existing Situation
Factually, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any plan Kyiv finds unworkable, so that their priority does not move to homefront challenges. And although their mission will now be considerably more difficult after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a just a single week to terminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.
While new proposals based on established approaches are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on sustained allied backing.
